Oskars Bartulis (born January 21, 1987) is a Latvian ice hockey player, currently under contract with HK Mogo of the Latvian hockey league. Drafted 91st overall by the Philadelphia Flyers in the 2005 NHL Entry Draft, Bartulis started off as a winger in the Latvian pro league, but changed his position to defense after making the jump to North America. Bartulis appeared in three seasons in the Quebec Major Junior Hockey League (QMJHL), playing two years with the Moncton Wildcats and one with the Cape Breton Screaming Eagles. He made his pro-league debut with the Philadelphia Phantoms of the American Hockey League (AHL) during the 2007-08 season. In his rookie year, he registered 21 points in 57 games, and followed it up the next year with 13 points in 80 games.

Bartulis made his NHL debut 2009-10, appearing in 53 games and registering one goal and nine points. After failing to register a point in 13 games the following season, he was demoted to the Adirondack Flyers of the AHL, where he closed out his playing time in North America. After five years with the Flyers organization, Bartulis left the NHL to return to Europe. He signed with Donbass Donetsk of the Kontinental Hockey League (KHL), and captured the KHL Championship in his first year with the team.

Bartulis spent eight seasons in total with the KHL, playing for Barys Astana, Salavat Yulaev Ufa, Kunlun Red Star, Dinamo Riga, and captaining Admiral Vladivostok for three seasons. He currently plays for HK Mogo of the Latvian league, finishing the 2021-22 season with 25 points in 27 games.
